The Department of Human Resources provides assistance, direction and support to city department heads and supervisors. In addition, the HR office maintains personnel files for all city employees, administers workers' compensation benefits, injury leave and medical,dental, vision and life benefits. The HR office administers all 4 collective bargaining agreements and is responsible for conducting disciplinary hearings as well as recruiting and hiring applicants.

Please Note: The Circleville Civil Service Commission is a separate department from the HR office and regulates testing for the City of Circleville. The Commission does not hold regular business hours but may be reached at 740-477-8200 ext. 5080. The Civil Service Commission is responsible for notifying applicants of test scores and may be contacted at the above number for information.


Applications for employment and / or resumes will only be accepted when there is a position open and an advertisement for employment has been placed. We will no longer accept unsolicited applications and / or resumes for employment. All unsolicited applications and / or resumes that are received will be returned to the applicant.  NOTICE:  The online application is not enabled.  You must print, complete and return the employment application listed for each vacancy under Job Details.

Employment applicants are kept for a period of 90 days.  The Circleville Civil Service Commission requires an original application in order to be considered for employment.  

For Police Officer, Communications Officer and Fire Fighter career opportunities:

When the Circleville Civil Service Commission approves an application period for the above positions, a notice is placed with the National Testing Network.  

The first step in our candidate selection process is to complete the entrance examination through the National Testing Network.  To schedule your entrance examination (and the Fire Fighter Mile for Fire Fighter positions) go to and select the the job you are interested in and then select “City of Circleville.”  Fire Fighter candidates are encouraged to complete the Fire Fighter Mile as soon as possible. 

Upon closing of the testing period, candidates meeting the minimum score and requirements of the position will be invited, via email, after the Circleville Civil Service Commission certifies the results and creates an eligibility list, to begin the background investigation phase by completing an employment application and the City of Circleville Personal History Questionnaire.  For additional information, please review the Hiring Process listed below. 

FIRE FIGHTER CANDIDATES: Passage of the Fire Fighter Mile is required prior to proceeding with the background investigation/hiring process.

It is the policy of the City of Circleville Department of Human Resources to politely receive and investigate concerns regarding this organization and/or its personnel.  The objective of this policy is to provide persons with a fair and effective avenue for redress of their legitimate grievances against the City of Circleville or its personnel, to protect employees from false allegations of misconduct, and to provide persons and City personnel with due process safeguards.
The City of Circleville seeks to maintain its organizational integrity and that of its personnel.  It is committed to providing services that are effective, efficient, fair and impartial.  The City does not condone or excuse any acts of misconduct committed by its employees.

Concerns alleging employee misconduct will be accepted from any source whether made in person, by postal mail, e-mail, fax or telephone.  Individuals are encouraged to make their concern in person in order to be complete and as thorough a report as possible.

You may choose to file this concern on an anonymous basis.  You should be aware that the results of the investigation could be affected by making your concern anonymous.  Because the accused has certain rights, statements by an anonymous complainant are not admissible in themselves and must be corroborated by another source.

Human Resources will notify the individual of the disposition as warranted, on a case-by-case basis and as determined by the disposition and/or its findings. 

Individuals may appeal the disposition to the Mayor.
